Sacred Use of Force (Last Resort Clause)

Force — magical or otherwise — is permitted only when:

1. Immediate harm is occurring
2. Vulnerable life is at risk
3. No gentler intervention is sufficient

Even then:

1. Force must be proportional
2. Duration must be limited
3. Repair must follow
